CONSULTANTS TO DEVELOP A FIVE (5) YEAR STRATEGIC PLAN FOR THE MAKERERE
UNIVERSITY LUNG INSTITUTE (MLI)
Makerere University Lung Institute (MLI) is a semi-autonomous academic research institute within the Makerere University College of Health Sciences. The Institute was created following the signing of a Memorandum of Understanding between Makerere University and the Lung Consortium International, Ltd in 2015. It was later incorporated as a company limited by guarantee in November 2018. MLI works in partnership with a number of local and international organisations/ universities to provide specialized clinical care to the people of Uganda as well as designing and implementing interventions to improve lung health.
Mission: To conduct high quality lung health research that integrates disease prevention, clinical care and training in sub-Saharan Africa.

As organizations evolve, the need for strategic direction is paramount in ensuring that organizations retain relevance in their spheres of influence. Accordingly, as part of institutional capacity strengthening, MLI intends to engage a consultant to guide this strategic planning exercise. The goal of the consultancy is to a develop strategic plan that takes into account the current internal and external operating environment in order to enhance MLI’s effectiveness and sustainability in the area of lung health research and policy in Uganda. The consultant will review current systems & policies and where necessary propose updates. The consultant will also guide MLI in conducting a situational analysis, including sustainability, stakeholder and risk mapping, and propose a functional organizational & leadership structure, a sustainability plan and an effective monitoring and reporting structure. Finally, the consultant will assist with costing of the plan.
The objective of the consultancy is to conduct review of the current systems, policies and develop a five (5) year strategic plan (2022-2027). This will be undertaken through a participatory process involving the Senior Management Team, critical stakeholders and key partners.
- The consultant will undertake the project as a paid contractor and will enter into an agreement.
- The consultant will develop and present a Strategic Plan and associated documentation/ recommendations.
- The consultant will provide detailed costs/ budget required to implement the strategic plan.
- The consultant’s work will be acknowledged through a reference or recognition letter.
- Following the project, the consultant will be able to document a thorough knowledge of MLI.
DURATION OF THE ASSIGNMENT
The expected commencement date for the assignment is October 2021 and the duration shall be two months starting from October to November 2021. The sequencing of the deliverables and specific timelines will be agreed prior to contract signing.
ELIGIBILITY AND REQUIREMENTS
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services through submission of an Expression of Interest (EOI) to MLI; including the following:
- A suitability statement; including commitment to availability for the entire assignment; o Profile that clearly spells out qualifications and experience in relation to this assignment;
o Contacts of 5 organizations that have recently contracted the consultant to carry out a similar assignment.
Consultants will be selected in accordance with MLI Policies. Only short-listed consultants shall be considered and contacted.
